In Maryland you dialed 1+ area code + number for all phone calls. Here if you dial the 1 it tells you most the time to redial because the 1 is not needed. The rest of the time I don't dial the 1 and I get an announcement that I need to dial the 1 and please redial. Can't they just make it consistent?

Yes, they could...but then they would have another reason to raise the rates.
